Tel, you are right, they have to ascertain, whether it is safe to cross a Red light, or move across into the oncoming traffic, we all move cause we all think, one day, that Ambulance/Police Car/Fire Engine/Coastguard could be for us, but when they take that risk, they have to ensure it is safe, not the other way around. If they hit you in doing so, they are liable, careless of lights and sirens. But, we all try to help them through the traffic.

Police officers, illegaly driving cars, does infuriate me, like speeding in a built up area, using mobiles, no belts, etc, but I wouldn't dare give em grief over it, as I know my reg would be on an unofficial black list.
