What model charger is it you have? That might help.

8.66V is worrying. LiPo cells are supposed to reach 4.2V per cell - 8.4V in that 2-cell pack. Lipo charger do decrease the current at the end of the charge.

"s" normally refers to the number of cells in series. 7.4V packs are "2s"

"C" is a measurement of charge/discharge rates compared to capacity. It wouldn't normally be used to describe the charger, just the cell performance - for example, a "35C" pack can maintain a discharge rate of 35 times the cell capacity (for a 5000mAh pack, that is 175A). C ratings are prone to be inflated for marketing purposes though. Some cells may also say that they can be charged at "2C" or "4C", although the BRCA guideline is to charge at 1C (5A for the 5000mAh pack).
