I've got two kids and i have taken my daughter out of a school in the past. Don't be afraid to do this as if your daughter is unhappy or things are happening to her then get her out as soon as possible.
Moving my daughter was one of the best things i've done.
Wash your hands of that place and concentrate on getting your daughter into a place that you and her are happy with. You know when you have found the right place and this doesn't sound like it not by a long shot.
