Truth is, even grass tracks marked out in a field can have a home advantage if you can be bothered. If I know roughly in the field where the track will be, I can go and test there (in an empty field) and dial my car for the basic surface even before the track is laid out.
The solution therefore is as mentioned to spread the tracks out around the country so most people are only ever local to one of them.
Of course this does lead to problems. Lots of people have mentioned Bury Metro, which is indeed a great track, but too near Southport. As a result, by alternating which you run at you can be 'local' to both and have 2 home track advantages. That means that one or other should get a national round, but not both.
