Ah, that's not quite correct actually.

Power supply maximum power: 13.8(V) x 20(A) = 276W
Charging power req'd: (7.4(V) x 2) x (8.8(A) x 2) = 260.48W
Charger 85% Efficient: 260.48(W)/0.85 = 306.45W

Therefore the maximum charge rate is: 276(W) x 0.85 = 234.6W
234.6(W)/14.8(V) = 15.85A max charge, so 7.925A per pack.

I was almost right before! I didn't bother factoring in efficiency.

So, you will need a more powerful power supply (something like 30A would be better).
