The easiest solutions are to use Strip-A-Kit or Carson Paint Killer. Both of these products remove the paint rather quickly without causing any harm to the plastic below.. Carson Paint Killer was formulated to remove the Tamiya Lacquers whereas Strip-A-Kit works better on Enamels and Chrome.

Carson Paint Killer is only sold in Germany as far as I know.. I imagine they would ship the product, but its a little hard to find an on-line seller. Here is one link I found that might help:

The brute force methods are to use Brake Fluid or Easy-Off Oven Cleaner (yellow can). Both methods require a very long soak / exposure to be effective, but many TamiyaClub members have had pretty good luck with it.
Please note that these products can only be used on ABS Plastic with the exception of Carson Paint Killer. Carson Paint Killer can remove paint from clear polycarbonate without clouding the plastic.
