you can tell it is a later 1989 car because the front doors have no quater glass this was changed half way through 1989

Sorry mate but no. I notice you location is the Netherlands, so it is quite possible the specs in Europe were different, I don't know, but I do know about UK spec MK2 Golfs. I have personally owned over a dozen of them, and also used to buy and sell them, so I'm very confident in what I'm saying.
The big bumpers appeared on 1990 spec cars. If you look closly at this car you can see it still has the small bumper arches and side trim, but big bumpers, which have clearly been fiitted as an after market mod. Likewise some big bumper cars have been converted to small bumpers over the years. But basically if it is a 1990 or later GTI big bumpers were standard. A big giveaway is the location of the hazard warning switch. Pre-90 spec have a switch on the dash, 90 spec have the switch on the top of the steering column, this car will have the switch on the dash.
As for the doors not having quarter light glass you're almost right. This changed part way into 1998. This coincided with several other changes, the most important being a change of injection system, from K-jet, to Digifant. So if the car has no quarter light glass on the front doors, it runs digifant injection.

Looks a decent car, and will make someone happy, but no as mentioned not originally a big bumper car.
