Don't take this the wrong way but imo your trying to find a solution to something that isn't really a problem, the only time it could cause a problem is if a club books a hall for extra time (which I'm led to believe is what happened at Batley) In which case we set times for the indoor regionals to run till, i.e first heat at 10am all finals finished by 4:30pm, then fit the number of rounds around that.

Sounds a good idea, if you could not fit 4 rounds in then really round by round qualifiying isn't going to work.
If you could only run say 3 rounds you have to change qualifiying to FTQ because I know I wouldn't be happy with round by round and I doubt if a majority of others would be either.
I didn't mean returnable deposits I meant you pay £4.00 for each round and class you want to book into. Then on the day you only pay another £4.00 (simple). If you don't turn up the £4.00 will go to the club running the event.
