It's pretty impossible to reccommend an insurer as being cheap, as an example, Churchill may be cheapest for me yet the most expensive for you.
There are so many factors that make up an insurance premium and insurers can easily pick the customer they want by pricing themselves competitively depending on the information we give. As an example; 'Highway insurance' may want drivers of a certain age in a certain postcode area with a certain job and set their prices low to get the business as they consider it to be a low risk.
I'd pretty much recommend what's already been mentioned and use the comparison sites. I've worked for a number of brokers and insurers and we simply can't compete with quotes over the phone compared to those found on-line.
