Recorded delivery isn't accepted by Paypal as proof, it's got to be tracked online so that's special delivery starting at £4.60 for the smallest item. So that's an extra 4.00 for postage, plus 4.5%, plus say an extra 10% to cover the costs of dealing with paypal whenever someone tries the 'non delivery' scam.
If someone has a merchant account to accept credit card payments there's no good reason to accept paypal.
As for shops not charging extra for using credit cards over debit cards, travel companies do it because it's the same at the majority of them so you have no choice but to pay the extra wherever you go.
