The fee is only if you want to join the club, but you don't have to join, and I think there is a discount for juniors, on race fee's that is, and even though we are a BRCA affliated club, you don't have to join them for your first few races, or you could just arrange a practice day with one of the club officials, so this pretty much covers everything for you to go to EPR!!!!!
