In the old days of the Liverpool club we used to have sand filled hoses.

They are quite good for staying in position, but to be flexible enough to bend round corners you can only half fill them. hence they tend to be a bit flat and don't do much to stop cars straying over.

It might be an idea to fill the first 2 metres packed full of sand, then clamp the next 4 inches closed (with nuts and bolts or soemthing), then fill the next 2 metres full and clamp the next 4 inches closed etc etc.

You could make up full lengths of hose then, that are sturdy and heavy but have flexible joints at section intervals to allow folding up and bending around corners.
