I'm not sure what it's like in America, but here we tend not to have many profesionally run race tracks, things are usually club based (like Batley) so it's non profit.
Batley has an outdoor permenant track on rented land, and an indoor venue rented by the hour at a local sports hall.
The rental on the hall is expensive so- yes, the venue does end up with most of the money, with what is left over going to the clubs funds.

I am not 100% on how the insurance works, but because Batley and most others are BRCA affiliated clubs (and people need to join the BRCA to race) the insurance comes via the brca since insurance is part of the membership fee.
