it it's -1 then yes, i would assume it means the lowered plates.
sorry, mis-read the comment about the outer hub. could just be a misprint on the original set up sheet. there is a box for additional notes so you could use this to clarify on your own set ups. If it is set ups from someone else then drop them a line and ask them to be sure, most of the team drivers are pretty friendly!
