Was the idea of B64 arms to make it less tail...

Was the idea of B64 arms to make it less tail happy on loose surfaces? I'm going to be running on mainly 50/50 surface. I'm a newbie, so any help or advice is much appreciated.

I've just got a used B6 and it's came with hard B64 rear arms. I understand that these extend the wheelbase. Problem is, they've been fitted with the long shock bushings and they aren't sitting...
