What is blink mode , i haven't really found a artical that explains it to me

I assume that you mean with speedos!

It's a term popular in the USA, it means that the speedo has no electrical timing on it.
(I think there is a national rule that the speedo should blink [ie blinky class] to signal to the scrutineers that no timing is on the speedo.)

So dose that mean that for example without electrical timing, that power is only used once the transmitter calls for it ? dose it effect the performance of the car?

an untimed (or speedo in blinky) will give a good smooth power band, a speedo with timing such as dualskys new product from SMD, will allow the speedo to advance the motor timing and the motor spins up, so you start with your 7.5 accelerating normal then after a pre set time delay by the user the speedo will up the timing making the motor spin up faster than "blinky" so you can have a smooth low end and a fast reving top end, this is what many of the top drivers are now doing.
