Carbon effect is usually done with tool box matting, you can buy it in rolls quite cheaply, spray a pearl white through the holes and then a metallic black behind.
Cutter wise, you need to know the software that will drive them. Inkscape is FREE and up to the job or Corel draw is reasonably priced. For the actual cutter it depends on your budget but the one most people seem to be currently using is a Craft Robo. |
could you just fav vector app.. fireworks/illustrator then convert to the required format?

Exactly what Stu said. You can get it at car places or cheapy shops, it's readily available. I don't use it I mask all mine like a complete nutter :yawn:
