Newbie race questions

Hi

I have just built my first rc car kit a tamiya rising storm.
I had I tamiya rtr when I was a kid back in the 80's and tried to race it at Durham city mcc. But the transmitter was too weak when stool next to others.

I wouldn't mind trying racing over at seaham but couple of things I'm unsure about.

I've got the stock tamiya esc which has reverse, is this allowed?

At the mo I only have a fubuta 27mhz transmitter (next purchase will be a 2.4ghz system) but until then is the 27mhz permitted and do I need to fit a failsafe?

I'm guess the stock Spikey tires Are no good on a sports hall?

Thanks
Stewart
