How to get shiny wheels again!

in my seemingless never ending quest to restore my ebay score im trying to get my wheels polished up again. i had two sets and one set i would like to keep for when the car in garage queen mode. ive wet and dried them down using progressively finer grades so now they are scratch free. however, compared to the inner surfaces, the newly sanded sides have lost their lustre and appear dull and faded. moreover, i cant seem to shift dirt from them even with acetone. any tips on how i can remove all surface dirt and then get the lustre back!?

if you have wet and dried them you'll probably never get them bob on again but tcut or rubbing compound buy hand is your only bet i think, there is other ways but there very risky like using heat,
