can you not drop a little bearing oil in the bush of the fan?

pull the sticker off the fan and you should be able to then oil the bearing, i get spares like that from cpc.co.uk

A decent quality PSU is £70-£100 by itself, the bargain basement PSU's have a habit of taking your motherboard out when they go pop (which they do, a lot!).
