The Lazer FS sp never had a front top deck that also attached to the steering. It has a separate plate joining the tops.

Yes there is a separate bar under the front top deck connecting the steering posts, you can do it that way or incorporate the steering post mounts into the top deck, with the separate bar it makes the front not quite as stiff as the integrated mounts.
