17.5 relates to the motor windings.the lower the number the faster the motor and most touring cars run 17.5 or 13.5 and blinky means the speedo is set to no timing and normaly a light on the speedo blinks indicating it is zero timing mode to make scrutineering easier hence the saying blinky mode :thumbsup:
