stuck pre-load collar

I am rebuilding some hpi e firestorm shocks to put on my buggy, but the pre-load collar is stuck on one. I have tried a wrench and pliers, but it just won't budge. Any ideas? WD-40 maybe?

Wd40 should work but I wouldn't use firestorm shocks on a buggy as stadium truck/short course shocks are bigger than buggy shocks
