But surely, if its just the axles, why is it such a problem?
I know I've fallen foul of the rule, but found it annoying because it doesn't provide any advantage as such.
Now if it was the wheels/tyres that didn't fit in the box then yes, it would provide an advantage.

Does the rule need amending/re-wording?
