It's always been political and alwasy will be. From what you read the late 70's and early 80's were at least as bad if not worse than it is now.
I've just read through the Ferrari International Aid statement from the hearing - and going purely by the rules, it could be argued that Mclaren are actually quite lucky to be racing and that the punishment wasn't worse. It's said that the actual amount they have to fork out could be as low as $31m. |

check the FIA rulebook, this is no suprise. And I quote
Rule 1. Scuderia Ferrari must win F1 championship regardless of their performance. Rule 2. In the event of any confusion, ambiguity or uncertainty refer to rule 1. |
